This Regulation sets forth the conditions for the awarding of Honor, Science, Service, Research, and Technology Incentive Awards, as well as METU Education and Thesis Awards, by METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation

Honor / Science / Service / Research Incentive Awards

General

Article 1: METU Prof. Dr. Mustafa N. PARLAR Education and Research Foundation awards the following prizes each year in order to evaluate the research and application activities as well as services of distinguished scientists and practitioners in all fields of science, to reinforce their competencies by documenting their work, and to inspire the emerging generations.

  • Other awards deemed appropriate by the Foundation Board of Trustees
  • Definitions

Article 2: HONORARY AWARD: This is the highest award given to individuals who have fulfilled a significant portion of the conditions required for both the Science Award and the Service Award. It is only given to living individuals.

Article 3: SCIENCE AWARD: This award is given to individuals who have made a significant contribution to science on an international level through their scientific work and research, or who have provided a significant benefit to the country’s development through their scientific findings. It is only given to living scientists.

Article 4: SERVICE AWARD: This award is given to individuals who have fulfilled at least one of the qualifications and contributions listed below:

a) Making significant contributions to the social, technological, and economic development of the country in a field of science;

b) Making significant contributions to research management, cultivating a young generation of researchers, and increasing the country’s research potential through research management and other activities.

c) Playing a role in the transfer of research results to industry and contributing to the realization or dissemination of research-based industrial development;

d) Contributing to the country’s development by establishing, developing, or enhancing sectors that are essential for Türkiye ‘s needs;

e) Playing a significant role in the establishment and development of higher education institutions with a modern and progressive approach.

Article 5: RESEARCH INCENTIVE AWARD: This award is given to young researchers (who have not yet reached the age of 40 on the first day of the year in which the award is given) who have contributed to the development of a field of science with their research or have assisted in solving national issues in that field. This award can be given for a specific research project or considering all the work of a researcher or a research group.

Article 6: TECHNOLOGY INCENTIVE AWARD: This award is given to young researchers/developers (who have not yet reached the age of 40 on the first day of the year in which the award is given) who have contributed to the development of a specific industry branch with their technology development efforts. This award can be given for a specific research/development project or considering all the work of a researcher/developer or a research/development group (in this case, the age limit does not apply).

Article 7: The same award cannot be applied for more than three times.

Article 8: The following individuals and organizations listed below can nominate candidates for the awards specified above:

a) Representatives and authorized committees of higher education institutions and other research institutions engaged in scientific research, as well as professional organizations,

b) Members of the Board of Trustees of METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation,

c) Individuals who have previously received the HONORARY, SCIENCE, and SERVICE awards from METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation,

d) Individuals who wish to be nominated for the Research and Technology Incentive Awards.

Article 9: Among the candidates proposed in accordance with the rules, the recipients of the awards are determined by the Foundation Award Jury. The Award Jury can make assessments to form the basis of their decisions themselves, or they can assign this task to other experts and committees. The members of the Award Jury are selected by the Foundation Board of Trustees. The Award Jury consists of nine members, with an emphasis on selecting six members from higher education institutions and three members from practice. One-third of the jury members are renewed every two years. Membership of a member who does not attend three consecutive meetings without justification is automatically terminated. Memberships vacated due to absence or resignation of members are filled by a similar election at the first meeting of the Foundation Board of Trustees. Members appointed in this way complete the remaining term of the member they replaced.

Article 10: The decisions of the Award Jury regarding the candidates deemed worthy of receiving the awards are announced before the end of November each year.

Article 11: The awards are presented to the recipients through a ceremony held on December 19th each year. In special cases where this date is not suitable, the ceremony date is determined by the Award Jury. The recipients of the awards are given a plaque and an award certificate. The recipients of the Honorary Award, Science Award, and Service Award make a speech during the ceremony in their respective fields of expertise or on any other topic they choose.

Article 12: Members of the METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation Award Jury cannot be nominated for these awards during their term of duty.

Article 13: Awards and certificates that are not received within one year remain with the foundation.

METU Education and Thesis Awards

General

Article 1: METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation presents the following awards each year with the aim of recognizing the achievements of Middle East Technical University faculty members in education and research and encouraging young faculty members and researchers.

  • METU Excellence in Education Award
  • METU Thesis of the Year Award

Article 2: METU EDUCATOR OF THE YEAR AWARD: This award is presented to the faculty members selected among those who have been rated as the most successful by students through the course evaluation survey conducted by Middle East Technical University Rectorate. The selection is based on two separate averages (end-of-term and cumulative) obtained by evaluating the responses to the survey questions related to faculty members.

Article 3: METU OUTSTANDING ACHIEVEMENT IN EDUCATION AWARD: Individuals who have earned the Educator of the Year Award for the third time are eligible to receive this award instead of the Educator of the Year Award. Recipients of this award cannot be nominated for the Educator of the Year Award again.

Article 4: METU THESIS OF THE YEAR AWARD: This award is presented to successful thesis works that have been completed within the last year in various departments of the Middle East Technical University, with a focus on theses aimed at producing technology. These theses are selected by experts for their excellence.

Implementation Principles

Article 5: In the determination of candidates for the METU Educator of the Year Award, the results of student course evaluation surveys conducted by METU Rectorate are taken into consideration. Among the candidates who meet the minimum conditions set by the Foundation management, based on factors such as the candidate being a full-time faculty member, the total number of courses taught throughout the academic year, the number of students, and the number of evaluated survey forms, the METU Rectorate informs the Foundation management about the recommended recipients of the award.

Article 6: Candidates for the METU Thesis of the Year Award are nominated by thesis jury chairpersons, thesis supervisors, or the candidates themselves to the Institute Directorates. The nomination dossier includes a reasoned presentation letter explaining why the thesis is being nominated, a copy of the thesis itself, and if available, a list of scientific publications related to the work. The nominated theses are thoroughly reviewed by expert juries formed by the Institute Directorates under the coordination of METU Rectorate, and those deemed worthy of the award are reported to the Foundation management. The author of the selected METU Thesis of the Year and their advisor receive a certificate of achievement.

Article 7: Members of the METU Prof. Dr. Mustafa N. Parlar Education and Research Foundation Award Jury cannot be nominated for these awards during their term of service.
